With my MODS and running 104 & alky what should I be shooting for @ 21-23 psi?

Since I'm Karnac I'll say mid 12's at 109.

I forgot to turn on the sig thing
but Salvage that was what I thought it should be.

Depends on track condition also. If you can cut 1.60 60ft times with your nitto's then you have a chance at touching the high 11's
Once you are at this point get "real" slicks.
Use the nitto's to have fun in the street

What is a good intro slick to put on a 15" wheel to allow for mid 11 times?

What width rim is necessary too?

Jim: 87 GN with: TA-49/PTE .63 housing; stock motor, transmission and converter; MSD 50#; CAS V-4; 3" DP; ATR 2.5" SS exhaust; 62 mm Hemco; Translator w/3" MAF; Bigmouth air system; SMC alcohol; Walbro 340; BFG DRs; and Extender 100 chip with 21* timing. Best ET/mph with w/93 octane + alcohol were 11.961/117.05.

Who makes a good 28x9 slick and how much better are they than Nittos? And do you need 28" front tires for best results?

Racing sure is 'spensive.
