Here's my short list:

Distilled water only in radiator

Add 30 wt. Penzoil

Add one bottle of GM EOS

Adjust crank sensor

Adjust cam sensor

Prime oil pump with hand drill to 80# pressure

Check fuel pressure at 42#

Adjust TPS to specs

New spark plugs gapped at .35

Double check:

Spark plug wires in proper order

All electrical connectors

All vacuum hoses

Run engine at 2000 to 2500 rpms for 20-25 minutes (open garage door)

This list isn't detailed, but it gives you a point of departure.

For cam sensor, just before start up spin the oil pump to prime all the lines, filter etc. Do it a couple times for 30 sec to a min each time. You feel the pressure build & reads out on the guage. Then insert cam sensor & key on engine off set it. Button everything up & of course double check all lines fittings hoses etc. Plugs on correct etc. Start up & run at 2200-2400 for 20 mins to break in the new cam unless your using a roller & then it doesnt need the 20 mins. Someone will say how the roller is done as I dont use one. After the 20 mins drain oil & filter (cut open) & inspect with a light & magnet. Dont forget the bottle of GM EOS on the first or all oil changes. I use it everytime myself. Have Fun!

And when you prime the engine, give it four quarter turns so the lifters that are depressed can rotate and open up to fill with oil.
