I was measuring preload with new GM lifters, and I noticed that if I rotated the engine and allowed the adjustable tool to push down on the lifter, afterwards I could easily depress it about 1/8". The lifters I had not allowed the adjustable tool to push down on did not have the 1/8" and could not be depressed. Did I do any harm to the lifters?

It's kind of strange. Why are they so hard to push until they are rotated?

plungers are probably stuck from the assembly lube that has dried.
