I recently put motor back together and expirencing a lifter tick on the pass side only.I have a brand new crower cam and lifters.I thought it might have been the stock push rods,so i bought roller rockers and having the same tick.
I noticed that some of the lifters were not pumped up when i put the roller rockers on.I just had the motor running before i tore it down to do that.
Is it possible that i have front oil galley plug in to deep on the pass side in front?I'm almost 100% i looked to make sure it wasn't too deep.I did have to tap the holes and use threaded plugs.
I have 40psi of oil pressure.

If the plug was too deep would the lifters in trouble be on the drivers side?

Also if there was a side not getting enough oil wouldn't the whole bank have ticking issues.

The way I read your post seems like you have already narrowed it down to one single lifter problem.
