Does anyone know what part # they are from the dealer. I've heard the best gasket would be the Victor, which I believe it's a GM original. Also what would be the proper lbs of torque w/ARP bolts to bolt on the factory head.

These are the grey composite gasket that has a "V" stamped in them. I assume this means Victor.

Call ARP to ask them about the torquing. It depends on which bolts you have, and what you put on the threads and face of the bolt. (At least that is what the guy said when I called them last).
