Please explain how the EVRV works under boost and no boost conditions. Thanks.

It only works during cruise type conditions

The manual isn't too clear about boost and non-boost conditions.

Just says NO under WOT. Maybe TPS dependent.

It is regulated and pulsed by the ECM.

Steve pretty well summed it up.

if it only works during cruise, why do chip burners often disable it? (or am I misinformed)

For sure, it only works during cruise. If they disable it, it would only be for open loop chips or on cars with welded up egr passages....then one needs to add fuel in order to avoid detonation under cruise conditions as the ecm normally leans the mixture down when the egr is working as there is now less o2 in the combustion process as it has been replaced with recycled exhaust.
