Mine does this also. Found that out getting ready for dyno. day.
Can't help you with the rest of your problem.
I would say with no venting BSTC all the way off you will get spring pressure boost, then when you crack it open it bleeds up a lot to add the 7 lbs. boost if it still operates higher 6 more pounds of boost from there with the knob all the way up you should be able to regulate your boost by setting base with the knob at the second dot and using your adjustable wastegate.
