The new upper control arms get the camber back into an acceptable range. If you tried to use the stock control arms with the longer spindle, the wheels could not be aligned without using HUGE stacks of shims, and even then the spindle might hit the upper arm. Bump steer is caused by the fact that the replacement spindles don't have the steering arm attachment at the right height for the stock tie-rods and relay rod.
