Definatley put the proper amperage fuses where they belong. You were probably lucky up to this point that something didnt start to melt/burn if you had a short somewhere and there was a higher amperage fuse on that circuit than there was suppose to be. The cig. lighter fuse blowing is pretty common on these cars, the cig. lighter socket isnt the best design. Replace the fuse with the proper size, and maybe unplug the electrical lead going to the lighter socket, and tape it up with electrical tape.
